Maybe a type of tornado but not the same. This is more like a waterspout or even dust devil. Tornados are one of the most destructive weather phenomena with winds and updrafts that can exceed 400kph and destroy anything in their path. This is clearly not that.

That's a Tornado because Landspout Only Forms On Bottom Top and Tornado Forms on Top Bottom

Looks like singapore is heating up by many fluctuating waves of temperature changes of recent and ongoing both mega leveled, underground infrastructures and large industries that had weighted its very own foundations resulted in shifting pressure beneath it, human interventions that caused the nature to react in such manner to stabilise the affected area which most likely ended violent rather gradual, calm and seemless one.
