Phailin peaked as a Super Cyclonic Storm with 180 mph winds of 1-min sustained and 910 mabr pressure on unofficial analysis, making it the strongest storm ever in NIO

I understand your reasoning. I totally agree with it. I just misunderstood and thought you were comparing it by its intensity.

You can't necessary judge it by this. Tropical Storm Washi (2011) killed over 1000 while Super Typhoon Sanba and Jelawat combined only had 9 deaths.

Actually i can, because sanba and Jewalat hit a highly populated, rich, protected area, when washi hit a poor area that was highly populated but weak in structures. Take a look at typhoon nina, which caused over 229,000 deaths and was a C4 making landfall in Taiwan as a C3. 1999 odisha cyclone caused 15,000 deaths and hit the same area as Phailin, so maybe or maybe not Phailin may cause more then 14 deaths, because its huge and hit an area with more then 12,000,000 people.
