In a bulletin released by the MFR on 21 March, a climate disturbance zone was detected in the northeast of the agency's area of responsibility. The area organized and became a tropical depression, being designated 10.[103] The system underwent tropical cyclogenesis on the morning of 23 March, and was elevated to a "moderate tropical storm", being given the name Halima by the MFR.[104] The storm again intensified on the afternoon of 24 March, and the MFR upgraded it to a "severe tropical storm".[105] At 18:00 UTC of the same day, the MFR released another technical bulletin, informing that the low pressure intensified and evolved into a "tropical cyclone".[106] Finally, on the morning of 25 March, Halima reached the category of "intense tropical cyclone", according to the MFR.[107]
