As the cold dense air falls from above it warms and its ability to hold moisture increases, resulting in less clouds and a nice sunny day. When you are at the beach on a hot sunny day with no clouds, you are usually in a region of high pressure system which does mean relatively colder air but remember you are standing on the beach in the sand. That sand maybe so hot that you can barely walk on it comfortable, which heats up the air so it feels warm out.

I have been studying the great fog of London in 1952 and from what I gather an anticyclon kept the smog trapped. While colder than normal temperatures increased the over abundance of smog in general. Thanks for the layman's perspective!

As someone else said, the wind in a cyclone spirals inwards, not outwards, drawn in by the low pressure.
