I am impressed by the cluster system...co-ordination...on the ground decision making...solving problems not previously encountered as they appear...multitasking and the available technology development... A suggestion, some other places that experience these hurricanes / cyclones , have made a replanting of mangrove , in a broad band along those coastal areas, it’s making a considerable difference to flooding and damage, Mozambique should look into this .
